New Guidance for the Waste Industry
The recycling industry has nine times more fatal accidents than the national average and four times as many workers suffer injuries. The HSE have identified that some councils may be unclear about their legal duties and mistakenly believe that putting a service out to contract relieves them of all health and safety duties.

On the 15th February 2010 new guidelines came into force on sentencing for the offence of corporate manslaughter. It states, “The appropriate fine will seldom be less than £500,000 and may be measured in millions of pounds".

Road Safety
HSE is pleased to be a partner in the Scottish Occupational Road Safety Alliance (ScORSA) to assist the Scottish Government's Road Safety Framework to 2020 which aims to influence a reduction in road related injury and deaths. Workplace Harassment and Violence
European level employer and trade union organisations agreed in 2007 on the need for action and this guidance has been drawn up by the UK organisations that are represented in EU Social Dialogue in order to implement the European level framework agreement. "quick link"

Forthcoming changes
Notification of Conventional Tower Cranes Regulations (To be implemented on 6th April 2010 These regulations will require certain information about conventional tower cranes (i.e. those which are assembled on site from components) to be notified to the Health and Safety Executive (HSE) following their installation or re-installation on site. Control of Artificial Optical Radiation at work Regulations 2010 (To be implemented on 6th April 2010) The EC Artificial Optical Radiation Directive was adopted in 2006 and must be implemented by April 2010. This proposal aims to protect workers from the risks associated with exposure to artificial optical radiation in the workplace (lasers, UV light etc) and achieve harmonisation of control regimes between European Member States.
Member States have until April 2010 to ensure the Directive is implemented at a national level. New regulations are required in Great Britain to do this. "quick link"
Risk Assessment Tools DatabaseThe European Agency for Safety and Health at Work has developed a risk assessment tools database with tools from all over Europe. The database is regularly updated.The most common risk assessment tools are checklists, which are a useful tool to help identify hazards. Other kinds of risk assessment tools include: guides, guidance documents, handbooks, brochures, questionnaires, and 'interactive tools' (free interactive software, including downloadable applications which are usually sector-specific).
